I am familiar with the BBS Telecom IPS range of small PBXs, owing an IPS308 which I have used in the past for IVR application development and testing.

A small switch, the IPS308 features 3 exchange lines and 8 extension ports, allowing the connection of standard telephones and Dialogic analog cards. This enables testing of IVR applications without requiring real phone lines from the telco.
